Village Clerk/Treasurer

The Village Clerk/Treasurer in North Haven is appointed bi-annually at the Organizational Meeting held in June. The position encompasses financial, official and office responsibilities.

Although under the direction of the Mayor, the State outlines numerous responsibilities upon the Clerk as set forth in, Village Law 4-402. This includes the following: custody and production of books and records, minutes, local legislation, order to pay claims, transmitting funds, production of books and records, Notices of Defect and Oath of Office. The Clerk is also responsible for coordinating and administrating various Village functions including but not limited to: organizing Board of Trustee meetings and minutes, complying with the notice and filings necessary for all boards and legal procedures, communications to various State and County officials as needed, conducting elections, acting as a liaison between the citizens and the Village Board of Trustees and providing permit application forms and procedure for various activities as needed. As Registrar of Vital Statistics, the Clerk is responsible for the issuance of death/birth/marriage certificates and burial permits. The Clerk is the archive and file manager for the Village and coordinates requests for access to public documents. The Clerk does grant applications and compliance, and is the designee to accept Notices of Claims and is a licensed Notary Public.

As Treasurer, the Clerk/Treasurer serves as the Chief Fiscal Officer for the Village.  Pursuant to Village Law 4-408, the Treasurer is responsible for accounting (maintaining custody of all Village funds and keep accounts of all Village receipts and expenditures), bank deposits, payroll, signing checks, paying out Village funds, and the annual financial statement and all related financial reporting.
